Logan Industrial Development Authority

The Logan Industrial Development Authority (IDA) is a joint agency of Logan’s five local governments charged with the acquisition, financing, development, maintenance, and disposition of real estate intended for business development. This unified approach empowers Logan’s five local governments to partner beyond jurisdictional boundaries to pool their financial assets and properties for central management by an appointed, seven-member Board for the benefit of community-wide economic growth.

The Logan IDA is authorized by the Kentucky Local Industrial Development Act, codified at Kentucky Revised Statutes (KRS) 154.50-301 – 154.50-346. The Act confers upon an IDA several legal advantages to financing and holding real estate for business development. The Logan IDA was created in 2005 by ordinance enacted by the Logan County Fiscal Court and the City Councils of Adairville, Auburn, Lewisburg, and Russellville, and through an Interlocal Cooperation Agreement in which all five local governments joined. The Logan IDA is organized as a nonstock, nonprofit corporation under the Kentucky Nonprofit Corporation Acts, codified at KRS 273.161 – 273.390. 

The Logan IDA is governed by its seven appointed Members. The Members are appointed as follows: two (2) from the Logan County Judge-Executive with approval of the Logan County Fiscal Court; two (2) from the Mayor of Russellville; and one (1) each from the Mayors of Adairville, Auburn, and Lewisburg. By virtue of their appointment, the seven IDA Members also serve as the public sector half of the Logan Economic Alliance for Development (LEAD)’s 14-member Board of Directors. They are known as LEAD’s Public Directors.

Through a formal agreement mandated in the bylaws of each organization, LEAD not only administers the IDA’s activities but also markets IDA-owned sites and buildings for development opportunities. Through an alliance strengthened by shared membership and management, Logan IDA is responsible for the product (real estate), while LEAD is responsible for the process (marketing).
